A fixed numeric literal, usable anywhere a value ref is accepted.

The one ref that is NOT a ValueRefBaseModel: it has no symbol or resolution qualifier. A bare int/float written into binary_expr/ unary_expr operands or compare.right is coerced to this type automatically, so writing it out explicitly is rarely necessary.
